This code is for convenience purposes. I would always install a quad box this a light switch for a general light that will give general lighting to the area. I would run 20 amp to that location. If you see someone run a 14 gauge to these locations that just being cheap. There is no need it should be fed with a 12 gauge wire and a true 20 amp outlet. I have seen these locations without light and these units don’t fail in the most convenient of times.
“A 125-volt, single-phase, 15- or 20-ampere-rated receptacle outlet shall be installed at an accessible location for the servicing of heating, air-conditioning, and refrigeration equipment. The receptacle shall be located on the same level and within 7.5 m (25 ft) of the heating, air-conditioning, and refrigeration equipment. The receptacle outlet shall not be connected to the load side of the equipment disconnecting means.
