215.10 Ground-Fault Protection of Equipment. Let’s start were should start which is at the beginning. And this article refers with feeder able to hold 1000 amps or more. Not your normal house hold kitchen. With 150 volts or more, so this goes over your 120 volt outlet that we have at home. But does not go over the 600 volts that electrical tape can protect you from. Even if you keep wrapping electrical tape, meaning each wrap is 600 volts of protection, NO just kidding. That is a blog for another day. So more then 150 but less then 600 volts ok. So the code makers want the breaker to have installed along with it a ground fault protect(GFI) internally that relates to 230.95, and 513.17(for health care). Then exception no. 1 refers to industrial equipment that if shuts down will cause catastrophic damage to the equipment and we don’t want that to happen right that will make someone loss there job. Then in exception no. 2 it doesn’t want to feed a transformer. But it want to come from a transformer. Now transformers have a breaker protecting it. Most electrical engineers would rate the transformer at 120% of what the capacity would be. If it is a crucial load then they calculate that to 200%, or able to handle twice the amount of the load. And protected by a breaker at that could hold 100% of the suspected load. This explanation is complicated and I will probably get an ass wrapping by my boss. “Each feeder disconnect rated 1000 amperes or more and installed on solidly grounded wye electrical systems of more than 150 volts to ground, but not exceeding 600 volts phase-to-phase, shall be provided with ground-fault protection of equipment in accordance with the provisions of 230.95.

Exception No. 1: The provisions of this section shall not apply to a disconnecting means for a continuous industrial process where a non-orderly shutdown will introduce additional or increased hazards.

Exception No. 2: The provisions of this section shall not apply if ground-fault protection of equipment is provided on the supply side of the feeder and on the load side of any transformer supplying the feeder.”
